[1]- First take a any new photo .
[2]- Now create a new reactangul help
by the Rectangular marqueee
tool.
[3]- Now go to Select>Modify>Border
[4]- Border selection width 22 pixel
[5]- Now border will be look like this
[6]- Right click on this image and select the "Stroke"
now
use the settings below , after that press the Ctrl+D
[7]- Now create a new reactangul help by the
Marquee tool after
that press the Shift+Ctrl+I
[8]- Press the "Delete" key on your key board
and
now your image has been completed
