Step 1: In this tutorial we will learn how to design this kind of "Stocking "", first of all we will open a new file in Adobe Photoshop. Well create a new 240px by 280px document with a white background, and reset your background foreground colors to default (i.e. black white).
Step 2: (Add new layer) Now by using pen tool draw a socks type object and fill it with black color:
Step 3: Copy that layer and resize it with ctrl + t (transformation tool) then fill it with this color= #FFFF00.
Step 4: Select the erase tool.
Step 5: Now at these areas erase some of the area as given below:
Step 6: (Add new layer) By using pen tool make this object and then fill it with black color.
Step 7: Copy the layer fill it with this color = #009933 and resize with ctrl + t (transformation tool).
Step 8: Select the erase tool.
Step 9: At this area erase some of the area as given below.
Step 10: (Add new layer) Draw this object by using pen tool and fill it with white color.
Step 11: Apply Outline settings are:

Step 28: (Add new layer) Draw threes object by using pen tool and fill it with
black color.
Step 29: (Add new layer) Draw these object by using pen tool and fill it with
this color = #FF3300.
Step 30: (Add new layer) By using the same brush as we have used before, now
make these shapes on the previous shape as pointed below:
Step 31: (Add new layer) Draw this object by using pen tool and fill it with white color.
Step 32: Apply Outline settings are:
Step 33: (Add new layer) Draw this object by using pen tool and fill it with this color = #CC9900.
Step 34: Now again by using the same brush make these shapes that looks like
a face(eyes, nose, smiley lips etc).
Step 35: (Add new layer) Draw this object by using pen tool and fill it with this color = #DF002B.
Step 36: Apply Outline settings are given below(Apply this effect to get the result shown above).
Step 37: (Add new layer) Draw this object by using pen tool and fill it with black color.
Step 38: (Add new layer) Draw this object by using pen tool and fill it with this color = #FF3300..
Step 39: (Add new layer) Draw this object by using pen tool and fill it with this color = #FFCC00(Also apply the same Outline settings as we have applied before).
Step 40: Apply this Filter --> Sharpen --> Sharpen to these.
Step 41: This will be the final output.
